The problem with Frank Winstead as any sort of witness is that the guy already had a reputation in the local community of being an obsessive hall monitor sort of guy, obsessed with traffic safety law in particular and to the point that he would video tape people and upload the videos to shame people online for things like blocking side walks or for a bus polluting the air and so on. Initially he was only angry about the ping pong table being a traffic hazard, and what it at least looks like happened, was that when he was told to leave the ping pong table alone, he totally lost his shit.
It wasn't like he addressed any inappropriate artwork, language, etc or suspicious internal activity going on at CPP. Not even close to being an actual investigation, like not even close to all of the stuff that you all have dug up with this current civilian investigation.
There may have been some ironic truth to what he was saying at the time, but it would seem to be coincidence. The guy was not exactly the best witness. Personally I wouldn't use his words to make a case for suspicion about CPP. As soon as people look at the guy's YT channel it's like oh.. it was one of those people.
Doesn't mean his accusations were totally off the mark, either, but it does seem like it was more coincidence than due to his own investigative work. Nothing like what civilian investigators have actually been digging up now.

Here is his YT channel so that you don't have to take my word for it: https://www.youtube.com/user/fwinstead/videos

Yeah, but he figured it out, didn't he? It's the outliers who figure it out.
