The Joe Biden meme was created by Internet-fluent intelligence agents in order to act as some emergency eleventh-hour subterfuge against the dangerously viral videos and images of Joe acting weirdly around younger people. Then useful idiots from Imgur took it under their wings to make as many as possible. And thus, the pseudo-meme of Biden being a closet pedophile was very quickly co-opted by what is essentially the antithesis to that idea; an innocent bumbling moron with a childlike attitude towards everything.
This is dead on what I noticed too. When all those memes started popping up, I chuckled a bit, but then thought "Why is everyone posting these dumb shit memes and no one posts the "creepy touchy Biden". Makes sense in the context of a defensive measure.
