I think we're getting off track here. None of those videos seem to be anything illegal. To me it just looks like dumb kids playing with a webcam.

Excuse me? Type "webcam video from 2016" I get what appears to be a naked little girl, laying on a couch, from a user named ALEX. No way am I clicking to see if it's a boy (with long hair) or girl!

Judging from the thumbnail she looks underage, but if you actually watch the video instead of making sensational headlines you would see its actually from a 1978 film called "Pretty Baby" http://www.imdb.com/title/tt0078111/ Stop trying so hard, you're coloring outside the lines. Since when are kids making videos related to a 1978 film about a teenage prostitute? Or old Italian movies, like the gentleman below said. Something very sinister is at play here. I know that is some ways this generation of kids is getting "dumber" but they also are extremely technologically saavy. You're telling me that these kids couldn't figure out how to rename a webcam video but they can flawlessly navigate around an Ipad and download things at will?
