That does seem like a lot of construction just for a tennis court.

More importantly the footings that are poured underneath it. Those are clearly the footings for walls to be built. In google earth, you can also clearly see that the court is built on a mound with that road leading to the entrance of the rooms. This is essentially a concrete bunker being built, with a concrete roof, and then the tennis court laid on top of the roof just to make it have a secondary purpose.
