Remember, we have good evidence that the government does a lot of different illegal and clandestine activities. So, as you're looking at terms, don't assume everything is child abuse. Other common activities include drug running, arms sales, and even sale of state secrets and intel.
For example, the e-mail about getting cheese instead of pasta in a package, and talking about playing dominos on cheese, etc. It could be literally a human being in a package. But it could be drugs, legal age prostitutes, etc.
The e-mail about the $65,000 hot dog party also could be referring to drugs. I immediately thought of this:

Whether the $65k refers to flying in Kids, Weed, Poppers, Hookers, Circus Performers, Aliens, I don't give a F. What I mainly give a F about is that MY TAX DOLLARS WERE F-ING PAYING FOR IT.
