Good let them do it...it will just become decentralized...if they want to really shut down the internet they would have to use an EMP on the whole of the earth.(not gonna put it past them)
As long as you have phone lines and cable lines and radio waves and electrical outlets its impossible to shut down the net...it would be a major change over but everyones home would be a web server to spread info and communicate...it would take some time but people are willing and it would happen.
