you'd have to be really dumb to have the keys and not be able to figure out a way to share them with the world. Heck...just go on a computer at a public library, and start spamming it to everyone in the world. Post it here on VOAT.
You could run into a library and be done with getting it out to thousands of people within 10 minutes.
They said it's some type of malware or backdoor that they can't be posted when online. xkeyscore they called it.
Really all the oil smuggling, drug and arms sales, pedo etc billions of dollars. Not to mention 911 and 311. There is nothing they would hold back at this point.
