Convenient for them! If it isn't politicians, it's probably foreign diplomats. Someone that is regular to the area, but rare in other parts of the country. If it isn't organized, it's certainly still worth pursuing.

But then the question becomes, what if the books are just cooked? What if John Doe kids with no families are simply disappeared from all the numbers? Or are given fake "foster parents" and thus wouldn't be listed in the abduction numbers anyway?
I think we will find that these people seek a variety of kids to meet the desires of their clientele. Street kids might provide some fun for them, but the risks are lower and its less exciting for them I would suspect. I have a feeling that is why the McCann girl was grabbed, and why they are probably creating refugee crisis around the world to get a stead supply of hard to account for children.

Would it be possible to get the records in question and try to figure out how many were actually recovered?

DC does not require there to be a report for a missing child or if a missing child is found.
