My theory on Norway and Australia is that the CF was holding blackmail (related to pedophilia) on the elites of both nations, and both nations pulled back when she lost. At that point, Norway relieved a little pressure by taking down some of its pedophile network. Digging around, I came across Laura Seay, who is a huge Clinton fan, and seems to work on Africa relief projects. Based on her extensive tweeting, she strongly believes in the Clinton Foundation. Here's just some of them: https://twitter.com/tafrank/status/767837415524343808 From this we can surmise that CF is doing actual work in Africa (or Laura is an insider putting up a smokescreen) and it takes some work to distinguish the real from the fraud. I think it's worth investigating who the operators are in Africa, and the money trails connected to their work. If charity is indeed being used as a front to hide money laundering and other illegal activities, there's probably some actual charity going on and you can't assume every thing is wrong. But if it is indeed a front, the truth should come out in some places.

On the second part, the reason they wouldn't work together is because they are geographically isolated from each other. Or so it seems. By all means dig deeper and see if you can get precision on this question. Hm, it seems the hospital specializes in treating fistula, and fistula could be caused (not sure here) by violent rape. As I said it's all circumstantial. Don't you think it's strange when Norwegians are involved with both the Panzi Hospital in the South where all those rapes detailed in the report happened, and the Norwegians also replaced HEAL in the North. The report from the organisation itself states that rape is a form of biological warfare. Rape gangs pop up in South Kavu and demoralise the women there into thinking that violent rape is normal and to be expected which should never be the case. And if rape is used in warfare perhaps these Norwegian groups know or suspect or are hoping that fighting forces in the North conflict zone will also use this sexual abuse abuse to demoralise women and children there as well so that they are more subservient towards them the traffickers and the abusers who they supply. Perhaps the Norwegian groups have been using this knowledge to their advantage to traffic and abuse women and children who are of both genders with little resistance from the victims. In the South, I do wonder if they are getting tips from gangs where to find abused women. Perhaps the Norwegian charity could go to them, claiming they help, then they take them somewhere to be sent to another country. They are involved in both regions. Look at the funding cited in the document, Christian Relief Fund Norway (CRN Norway) and the Norwegian Government (DFID) they are definitely involved with work in both regions. All circumstantial I know but it could be a lead.

Extremely violent rape has been documented in the report of 492 REV survivors in South Kivu: 57.3% of the women were convinced that the extreme violence and cruelty inflicted on them by armed forces was “proof that there was a plan to destroy and exterminate the Congolese people or in any case the communities that these women belonged to” ([8], p. 48). Seventy-two percent of women reported that they were tortured during the rape itself (beaten, wounded with machetes, genitally mutilated/burned by drops of plastic melted by flame), and 12.4% had had objects inserted into their vaginas (sticks, bottles, green bananas, pestles coated in chili pepper, rifle barrels); some women, after being raped, were killed by shots fired into their vaginas ([8], p. 34). Many women interviewed also believed that the rapes are aimed at destroying women's identity by means of “ethnic cleansing,” and that spreading HIV/AIDS and impregnating women are also deliberate acts ([8], p. 49). Such a strategy was prevalent in the Rwandan genocide ([10], p. 49])."

Summary
In eastern Democratic Republic of Congo (DRC), the destructive and sadistic behaviour systematically perpetrated by different armed groups over the last ten years signals a new pathology we classify as rape with extreme violence (REV). Rape is considered an inexpensive and effective biological warfare as well as a means of ethnic cleansing and genocide.
REV (rape with extreme violence) is devastating to populations and can permanently damage women's reproductive capacity. The most severe REV cases will need surgical repair of urogenital trauma, including urological-genital and rectal-genital fistulas, simple and diverse genital and/or anal wounds, diverse genital mutilation, and other complications such as fractures of the pelvis and femur.
Compared with surrounding areas in the forest and in North Kivu where there are direct military clashes, Bukavu, South Kivu's best-funded hospital, the Panzi Hospital is one of the few established medical centres that has the capacity and the expertise to treat the victims and survivors of REV.
Attacks on women of child-bearing age severely impacts family life (to the extreme that many women are abandoned by their husbands) or the future prospect of one, brought on by the shame of rape and the associated psychological and physical consequences. Given the large number of survivors and the long period of time required for healing, it is necessary to train social workers in each health region and help them get settled for the long term to allow localised provision of care. Which is one department that needs the most funding, besides equipment and specialised experts. Daycare is also provided for schoolgirls who have children as a result of rape.
Trafficking of the DRC's minerals directly assists the occurrence of atrocities. While mass rape in the eastern DRC continues to be documented widely by NGOs and the UN, this has yet to curb the use of REV and end impunity for such crimes against humanity. Violence is indeed carried out by “warlords and drug-crazed child soldiers”, but the driving mechanism behind the war is a rational system that ultimately benefits:
-The military (arms deals)
-Commercial (acquisition of minerals such as, gold, cassiterite and coltan which contains tantalum (widely used in electronics manufacturing such as cellphones))
-Political elites (Bribes, cash, money laundering, slavery, human trafficking, et al)

Part of the reason why CF support from Norway ended was that foreign aid was donated rather than, as intended, being donated to specific causes. This was attempted to be covered up by earmarking donations. It is claimed that this was merely cooperation - not "bribes", but the misuse of foreign aid was likely the reason why CF donations were reduced. Both these links are well worth reading. Lot's of information about Hillary, about arms smuggling and the frustration of so many. I could spend all day - but I have to work. She died from cancer - but it wasn't something she wanted to address apparently. A couple of bigger names worth searching out in this article too.
THANKS OP! I think this is going to be a huge advancement of awareness over in Africa. At very least it's going to open up our eyes to life over there for so many.
AnonFBI mentioned a couple of times that if there was a war - it would be fought over the plains of Africa - and I have wondered about that a fair bit. Is it because of all the rich minerals and resources over there, or are there other reasons?

Good find regarding the Podesta email and the fact the Clinton foundation reshuffled HEAL to replace them by Norway folks. This is indeed very suspicious. The second link however is a click-bait sensationalist website that makes up things without actual evidence. Using that as a source discredits entirely your post. Replace it with link to the actual news of the Norway ring being busted, and the actual news of Norway reducing it's contribution to the Clinton Foundation and we are good.
