Yes I know that they'll spend on stuff that's not really needed or create extra projects etc, which would actually fall under the departmental remit. But it's not generally accepted or common knowledge that the practice is to lie about what money is being spent on, and instead spend it on something illegal, or something for personal pleasure or benefit, is it? I didn't know that was 'the done thing,' at all.
