Yes he was - not long after PBS aired his awesome documentary - one of the originals and one of the best I've seen:

Houston's Child Protective Services: This is a great piece on child trafficking and prostitution rings - the main researcher, Philpott, was killed shortly after this aired on PBS: Child Sex Slaves and the ELITE
