CIA actually declined to attend the congressional oversight hearing. I don't understand how that's legal and how it doesn't trigger the immediate arrests of said CIA personnel. They're supposed to answer to congress?

You seem to think that the CIA is it's own entity with it's own agenda.
CIA is simply being used by the people in power.

You have that backwards, I'm afraid. CIA IS the "people in power". Has been that way since its inception. Lots of history on this.
