I think it's more like a very small percentage of people who CAN be capable of this, an equally small percentage of people who CANNOT be capable of this, and the rest who just follow.
I think we should start from the assumption that we're all capable of horrors, and then be pleasantly surprised when some of us are not. Build our society to "accept unwanted interference" without malfunctioning.
