Ban on US adoptions from Russia could this have anything to do with pizzagate?? (pizzagate)

Long time lurker trying to contribute to this worldwide investigation, have had this on my mind for a few weeks but didn't know if it was relevant or not, let me know. So in 2013 Russia banned any US citizens from adopting Russian children. Was this in retaliation for malinsky act or pizzagate???
