I believe that in this email, Podesta is complaining about being overworked between his official capacity in the White House (1600 Pennsylvania Avenue) and his off the record work for the Shadow Government (aka the 7th Floor Group), and so he hasn't had much time to indulge in such things as hot dog stands (male child sex slaves).
