Her appearence / mention of fake news was a threat to the transitioning administration. Essentially silence the news or there will be consequences. Or, consequences will happen regardless. It's not hard to see the build up to an " actual " attack or some form of manufactured crisis.
With propaganda you sow the seeds leading up to an event. So everyone already has in their mind the possibility or inevitability of it happening. Look at all the garbage that was building up about Russian now effectively replaced wth " fake news " since she's lost.
