It looks to me like Briggs endorsed the paper, rather than was one of the authors. That said, people need to be aware that an Emeritus Professorship is a VERY top academic position. Basically, as high as you can go up the academic ladder.
That's correct. The authors aren't identified. The endorsement in the foreword by Professor Briggs and Dr O'Neill indicates that they assessed the source material and one would expect nothing less.
