That white van in Jeff Smith's Instagram pick was in the middle of being made into a kidnap or human transport van when the pic was taken. It didn't dawn on me at first when I looked at the pic, I thought it was a creepy looking contractor van. Then it hit me.. A contractor or work van would have tools in it.. There were none..
The material he talks about which is cement/plywood is actually called cement board.. It is basically a sheet of concrete. It is used for waterproof applications such as baths and showers. This material is installed like sheet rock and then ceramic tile or stone is placed over it.
Look at the inside of the van. It has been completely gutted right down to the exterior sheet metal, even the roof.
Notice the horizontal boards attached to the sides of the van. Those are called furring strips. They are what the cement board is screwed to.
Notice the partition at the front of the van. That is made out of cement board. I bet dollars to donuts that a door was being built for that opening. Look at the opening on the passenger side with the metal grating over it. Being on the passenger side, there is no way the driver could look through it. This tells me that two people will be in the van. Notice the cement board partition. There is some type of steel reinforcement it appears, in the corners. This guy is a welder of sorts so it makes sense that he fabricated something. Looks like some sort of pipe or something on the passenger side as well.
These guys were in the middle of making this thing when they took the pic. They are lining the inside of that van with concrete panels.. This is pure evil.. I hope somebody has eyes on this guy

Figures there's been a hinky white van hanging out in our neighborhood for the past couple weeks. He has a trail vehicle,definitely with him..he rides about 5 min to 10 min behind him and he randomly parks. I do know of some law enforcement that is legit good and I think I'm tipping them off. I'm not sure I trust the police at all at this time. Just the police I do know and trust, they are aware and probably good county guys got it. I have seen police from the county around, and I'm working on plates, they're predictable and I'm reporting em once I have that information. Once I labeled it definitely hinky, I talked to neighbors. And we know who belongs. They don't belong. That's the good of talking and getting to know neighbors.
I don't have to study criminal justice to know they're most definitely casing out not only the neighborhood, but they make sure to be along the school bus route as well. I've just started seeing the van again. I'm one of THOSE neighbors, and watch my street. Now that other ones know they're working on pics too. I trust my gut, and think if it looks hinky it probably is 1000 x magnified. Given this it's worth it to report it, if they're ok..I guess they'll explain that, not my problem. Just looking out for the neighborhood.

Something else struck me.. Notice the space between the sheet metal and the furring strips. If that space was insulated, you wouldn't hear a sound out of that van

That is a heavy duty van.. Looks like a dodge sprinter or similar. Those are 1 ton trucks, it would t sag at all. You would never know that it was lined with cement board.
