HR 6393 is not that controversial, and it's been worked on for months. https://www.congress.gov/bill/114th-congress/house-bill/2596

They also have to approve one every year or there will be a government shutdown of the NSA, CIA, etc.

Check section 501 of the bill. It's basically a resurrection of the UAC (Un-American Activities Committee), but against suspected "Russian" media firms. Now, consider this list that Washington Post described as those who have been identified as suspected Russian media firms:

Any idea who these people are? Are they a credible organization? Or is it some folks who don't like that we're figuring out what's going on?

Under such a committee, they would declare the ability to shut down these news services. Drudge Report. Infowars. RT. It's the entirety of alternative media. Everything but news outlets that favor the Democratic party, and Fox News.

This is extraordinarily controversial.
