If that was figurative, there wouldn't be a precise figure like "25"... Do you even know how many friends you have? What are the chances that you could tell for your parents! The only way this statement makes any sense at all is literally.
25 is a nice rounded number. If he had said 24 or 26 I'd get your point. The sentence that immediately follows the adoption sentence does seem to indicate that he is referring to the people she met when she moved to washington.
Well, his point would make more sense, if it were 24 or 26.. But 100 or 4 , the number doesn't matter because the sentences before and after still insinuate she meant figuratively.
Hmm, I feel like I might be misinterpreting your comment... But my response is based on the assumption you're defending the notion that she might have literally adopted 25 kids?
If she was talking about adoptive kids that were now grow up, She WOULD still say " She adopted 25 kids"...
If you adopted 3 kids, you don't tell people 20 years later that you adopted 3 people.
