I showed the picture to an engineer. He said it doesn't look like they are digging a tunnel because of the tools they are using. They would need larger tools & equipment to make the structure to hold a tunnel in place. Also, he said in this picture https://archive.is/TS5mj they are putting down water pipes. If it were a tunnel, they wouldn't be going in 3 directions. Also, I think I see a white pipe in the picture.
yes, the pipe is clearly visible in the one trench, as well as the stone used to fill around it to keep from damaging it when it's back-filled, though it's not completely covered yet
i don't know the history of both of these pics, but they appear to be related because the walls are the same (brick and white coating/patching)
