The Adoption and Safe Families Act (ASFA, Public Law 105-89) was signed into law by President Bill Clinton on November 19, 1997 after having been approved by the United States Congress earlier in the month.[1]
Background and passage
ASFA was enacted in an attempt to correct problems that were inherent in the foster care system that deterred the adoption of children with special needs. Many of these problems had stemmed from an earlier bill, the Adoption Assistance and Child Welfare Act of 1980,[1] although they had not been anticipated when that law was passed, as states decided to interpret that law as requiring biological families be kept together no matter what.[1] The biggest change to the law was how ASFA amended Title IV-E of the Social Security Act regarding funding.
Moreover, ASFA marked a fundamental change to child welfare thinking, shifting the emphasis towards children's health and safety concerns and away from a policy of reuniting children with their birth parents without regard to prior abusiveness.[1] As such, ASFA was considered the most sweeping change to the U.S. adoption and foster care system in some two decades.[1] One of ASFA's lead sponsors, Republican Senator John H. Chafee of Rhode Island, said, "We will not continue the current system of always putting the needs and rights of the biological parents first. ... It's time we recognize that some families simply cannot and should not be kept together."[1]
Ideas for the bill originated with both Democrats and Republicans.[2] First Lady of the United States Hillary Clinton originally voiced interest in the issue of orphaned children in an article she wrote in 1995.[3] She then held public events to give the issue exposure,[2][3] and met with U.S. Department of Health and Human Services officials and private foundation executives
over policy questions and recommendations. She cited the Act as the achievement which she initiated and shepherded that provided her with the greatest satisfaction.[3] The bill began in Congress with bipartisan support, then became contentious over issues of terminating birth parents' rights to children and funding levels for programs to keep children out of foster care.[2] Hillary Clinton played a key role in finding a compromise between Republicans and Democrats on the latter issue after negotiations first broke down.[2]
In greeting the final measure, Bill Clinton stated that the bill "makes clear that children's health and safety are the paramount concerns."[1] - end citation
Georgia State Senator Nancy Schaefer (deceased under suspicious circumstantces) investigated the inner workings of ASFA and found profound corruption at every level. The more adoptions, the more money States received from Federally collected taxes.

The Clinton Foundation appears to be the model used, by which Foundations, Institutes and Think Tanks have swayed public policy with respect to creating a mobile population comprised of "at-risk" children. Profiteering has resulted, an epidemic of missing and exploited children has resulted and a government unresponsive to the needs and concerns of these children (and likely countless others in less-developed countries) and the public.
I'm not sure how to put Pizzagate into it's puzzle slot in a conspiracy this pervasive and entrenched. Going after individual pedophiles seems counterproductive compared to collapsing the system which has spawned them.

Senator Schaefer knew full well what was going on in the system with child trafficking and is the reason she was murdered. Bill Bowen who was producing a documentary along with Nancy but was "hear attacked" and his final production has never been found. A very short clip about his project "Innocence Destroyed" can still be found on YouTube.

I remember reading a book review of a book about the corruption in the connecticut family courts exposing this. I think it was called "in the worst interests of the child" but I'm not sure, it probably goes on in every state. On related note, the other ways of separating children from birth mothers are illegalizing (or making it it difficult) abortion in favor of adoption, imposing huge medical bills for maternity/child birth, and drug testing mothers of newborns.

The book was written by Keith Harmon Snow and not only is this an epidemic in CT it is epidemic in every single state of our nation. However just as pizzagate is being censored or banned and mainstream media is refusing to cover any of this the same holds true for what is happening in the foster care system and family courts across our country. They operate behind a veil of secrecy, mainstream media won't report on it and rarely can one find a local station to cover the abuses of power. Parents are gagged in family court under threat of contempt of court if they share their case publicly and it's the norm for natural parents not to be given due process in family courts, the Constitution is not recognized nor are rights. Children are seized without warrants and placed in a system where Fed mandates requires extended family to be given the first options for placement but once again the states circumvent this mandate because it's much more lucrative to place children with fosters who are strangers.
The FED IV-E funding which is our Social Security trust fund is what funds the foster care industry and yes I said industry because that's what it's become. Even Senator Wyden from Oregon has stated that foster care has become a business.
There are approximately 415000 children currently in the system and according to govt. stats less than 20% are removed for abuse and 80% are removed for "neglect" where any family living within the Federal Poverty Guidelines or receiving any type of state aid puts a target on the family. The govt. looks at being impoverished or asking for a helping hand as being "neglectful". There are videos on YouTube which feature caseworkers whistle blowers actually stating that they take orders for children, children are being legally kidnapped at a rate of 1 every 2 seconds in our country.
There are a myriad of FB groups and pages where parents share their horror stories where there is no substantiated claims yet they are losing their children for the lucrative reimbursements given to the states by the FED to the tune of 62k-100k+ per child! Very little of this money goes for the care of the child and a good portion of it funds the judges, therapists, social workers, court appointed attorneys, foster families. Up to 35 people involved with any child get their salaries subsidized by the FED, it's job security for them to remove children.
Let's not forget the adoption subsidies given to states either. If they increase their adoptions over the prior year the FED also gives the states bonuses per child for doing so. No increase = no bonus. The rates range from 4k-10k per child depending on their age and other factors. Therefore states are incentivized to remove children and have a healthy supply for prospective adopters to choose from. After adoption the adopters continue to receive a maintenance subsidy until the child is 18 which is tax free. On top of that they are also given a $13400 tax credit per child which can be used to offset taxes for earned income.
There are thousands of children who go missing every year from foster care and little if anything is done to search for these children. Pro Publica did some research and an expose last year in CA last year which featured children in the system being recruited by pimps. Then there are tons of articles that can be found where these children are used for sexual purposes by the fosters who are raising them, it happens all the time. Yet nothing is done to these fosters short of the ones who actually murder the children they have been charged to care for.
What is to say these kids aren't being fostered by a ring of pedos and/or trafficked through them? What happens to all those who runaway because the agency does nothing to locate them? Where are they? Applying for fostering is relatively easy. In most states all that is needed is about 20 hrs of classes, no criminal record and bingo you can get a license to foster with the state, make tax free money and if you're a pervert or belong to a group of them bingo the state has handed an innocent child over to someone who will exploit them.
For anyone that doesn't believe there is extensive abuse in the system feel free to browse any of the 100's of groups who freely state what really goes on in the system.
