That's underground Dupont Circle, an old trolley station. We are doubtful it goes all the way to Comet Pizza, it is over 3 miles from Comet Pizza. News report is that Dupont Circle underground is 75,000 square feet. http://www.dupontunderground.org/index.php/about/
