Congress doesn't have approval power over immigration, they can only shape the laws that govern it.
The president has the ability to grant citizenship immediately to anyone, and Congress wouldn't be able to revoke it after they've been granted citizenship.

Yeah. I wouldn't bet on it. The time to do the things he needed to do was at the very beginning. He's operating a skeleton crew and doing the bare minimum to stay in power right now it seems. Or maybe he did something really big that has yet to be seen for what it is. We'll find out I guess. If he doesn't do the job he was put there to do, the next guy will do it with a shock and awe campaign like no one has ever seen.
