It's impossible to stop it. You don't know if someone is infected without an expensive test. You could have had a layover in another country where you interacted with sick people. Someone could be sick on a boat transporting fish or goods.
Someone in Mexico could be sick and drive over. A canadian could take a trip to US while showing no symptoms but carry the virus.
Food shipped quickly to avoid spoilage could have the virus on it. We're constantly shipping stuff globally over night or over a couple of days which would not be long enough for the virus to die out on a surface.
This should have been martial law from the world go. Civil liberties be damned
