It's part of the Yinon Plan.
Written by Israeli named "Oded Yinon", the Yinon Plan calls for Israeli (and Israeli proxy forces like the U.S. Military and CIA) to cause the break up of Israel's neighboring countries into small, weak, micro-states.
This is so that the micro-states will be weak and in a state of constant conflict with one another. They will therefore be unable to resist Israeli domination of the middle east.
