Right now VOAT.CO is under attack.
New users can't get in or even read most important posts on internet.
Search is working because its different domain.
Registration is not because its still sitting inside goat's head.
So what to change?
I'd propose moving at least temporarily registrations to different domain.
Separate micro service might be easy to implement and when someone wants to DDoS it's not affecting rest of goat-town.
What else? Well someone wants to really suppress information coming from here so I would suggest.
Asking PUTTITOUT for nice plain text database dump.
Then someone can use one of many static HTML site generators to go through the content and make..
ZERONET version of it.

architecture is scalable, because you cannot DDoS goat town,
its free, because information is flowing,
and safe because any DDoS is shared among many goat furs changing storm into breeze

it would never work to split users into vetted and non-vetted, that's a pipe dream.
you can't pick what traffic is being sent, so allowing searchvoat to be open "only to searching" means it will get DDoS by a SYN attack.

but with API to API architecture and traffic flowing in background, possibly with whitelisted IPs you can limit traffic per IP
IP whilelist addition could be added to voat API as a security measure
