The return of customs tariffs can reduce this substantially, because then container's contents do have to be inspected, individually, in customs warehouses, before they can be cleared for shipping.

We used to do this during the cold war. Every Western country. Smuggling people was a lot harder. It still happened, just not so much via containers.

There are other ways. Modified vehicles, etc.
