Vid shows a special unit perform a raid on a warehouse in the village of Wouwse Plantage, Netherlands.
Seven sea containers used as prison cells except one used as a torture chamber.
Caption tells that this is 'shown to the public to show how far criminals go'. The last shots show a pile of police uniforms in one of the containers.

Containers are convenient in 'disappearing' things - certain (3rd world) countries' customs, importers are paid off to receive containers and 'clean up' and 'disappear' whatever they contain, no questions asked.
