Every small community should meet quietly among themselves being few in numbers. Leaders and subs assigned as well as a simply name other than their real one and means of communication. Lay out a general plan of protection, task holders based on interests and expertise, etc. At that initial mtg discuss the whos who within the community. Go forth from there.
