This reminds me of a science fiction TV show from 1994 called Earth 2 in which almost all of mankind were living in space stations.

The sterile environment of the space stations caused everyone's immune systems to become so weak that people were dying of everything... so colonists were sent to the colonists inhabitable planet to evaluate it for possible mass settlement.

The show wasn't awesome, but it had it's moments. Tim Curry played a fun psychopathic character named Gaal who was dumped on the planet with many other murderous criminals who were deemed too dangerous for civilized society. They weren't expected to survive, however part of their rehabilitation was to be educated in art and literature during their time in transit... which created super intelligent, Shakespeare quoting mass murderers. Gaal spent his time honing his murderous skills by hunting and killing ALL of the other criminals... so by the time the civilian scientist arrived, he was a problem.
