I believe that most people at the CIA are good people, with mature, ethical, and lawful behaviors. The Exchange Stabilization Fund (ESF) is an emergency reserve fund of the United States Treasury Department, normally used for foreign exchange intervention.[1] This arrangement (as opposed to having the central bank intervene directly) allows the US government to influence currency exchange rates without affecting domestic money supply.

As of October 2009, the fund held assets worth $105 billion, including $58.1 billion in special drawing rights (SDR) from the International Monetary Fund.[2]

The ESF has not ever been under the purview of Congress. It is a part of the U.S. Treasury Department. The Treasury is a department in The Executive Branch.

They are going to fully fund the ESF which controls the plunge protection team, meaning they will be 'rescuing' the markets when necessary. But the biggest BOOM is that they MAY have wrestled the control from the deep state into the hands of the good guys. I don't know yet, but this is big news. Even MENTIONING it's existence is massive.
