It's certainly one of the many ways the virus is being exploited. I don't believe the global virus was created for this purpose primarily however. Look at how China is using it to control and track its citizens now. China has been working on tracking surveillance technologies for years and Coronavirus gives them the excuse to institute total control over travel unless citizens agree to be scanned and their movements tracked through their smartphones. There is an app which they have to use to "check in" to public buildings and train stations now. All for protecting safety and health, of course.
