The word Carson used to describe Andrew Windsor's tastes was "nymphette". This was coined by Vladimir Nabokov in his novel Lolita, which is written from the point of view of a pedophile, and which explicitly refers to very young girls. From the novel:
"Now I wish to introduce the following idea. Between the age limits of nine and fourteen there occur maidens who, to certain bewitched travelers, twice or many times older than they, reveal their true nature which is not human, but nymphic (that is, demoniac); and these chosen creatures I propose to designate as 'nymphets.' This is a little interesting. If Andrew was born in 1960 though, this makes him 24. Carson could easily be talking about a 17 year old girl here.
It wouldn't have shocked anyone for a rich 24 year old to be dating a hot 17 year old back then.

Yes, our society has really changed.
Thirteen used to be the age...or rather, no age but when reproduction became possible.
Hence, the celibacy-till-marriage push — so parents did not have to raise grandchildren.
Then the government got involved and set age and criminal conditions.
It is all really mixed up.
Hence, Justice RBG writing that age of consent is 12.

We need to go back to 12, but leave the govt out of it - they only ruin things.

We know that this was Epstein's preferred age-group. 17 is definitely over-the-hill for a "nymphette".
