Normally, private companies are connected through an ISP/telco or peering center.
a possible explanation is that it's not really a DoD IP. the reason that would happen is that the DoD owns far more IP addresses than it actually uses, and a private ISP could "squat" on a block that doesn't belong to them. I see this being very unlikely for a foreign company like Alibaba Cloud. The other explanation is that for some reason there's a direct link between some part of the Alibaba Cloud and DoD. Your guess is as good as mine as to the reason.

A hop near the beginning doesn't matter. I mean you could be on a government machine/network and the source packet is going to go through government gateways because you are behind them. Someone at home using Comcast is going to see several Comcast network hops at beginning as the packet traverses the source network to reach destination network.
A hop near the destination is relevant. Because it means you are traversing a certain network that hosts the relevant server.
You'd have to do more analysis to see why it is going that specific gateway but it may or may not be relevant.

a possible explanation is that it's not really a DoD IP. the reason that would happen is that the DoD owns far more IP addresses than it actually uses, and a private ISP could "squat" on a block that doesn't belong to them. I see this being very unlikely for a foreign company like Alibaba Cloud. The other explanation is that for some reason there's a direct link between some part of the Alibaba Cloud and DoD. Your guess is as good as mine as to the reason.

The person doesn't know what a traceroute or how to read it. This just means the ip packets had to pass through a dod owned router to get to the website. Unless this is the only possible route the packets can take, id say its not anything. think about it like this, its like you traveling to canada. The way you go depends on where you start. Not everyone gets there the same way. Maybe you come in through tokyo while someone else comes in through their southern border or maybe you come in from the west.

I'd say the way to check would be to run a traceroute on some other website hosted at the same data center or somewhere using the same backbone connection, but that's something only an 8kun network admin would be likely to know. A hop near the beginning doesn't matter. I mean you could be on a government machine/network and the source packet is going to go through government gateways because you are behind them. Someone at home using Comcast is going to see several Comcast network hops at beginning as the packet traverses the source network to reach destination network.
A hop near the destination is relevant. Because it means you are traversing a certain network that hosts the relevant server.
You'd have to do more analysis to see why it is going that specific gateway but it may or may not be relevant.
