Tesla wasn't attempting to manipulate atmospheric processes. He was harvesting energy out of the atmosphere. I think any seeding we might do gets lost in the noise of natural processes. Common sense ought to tell you that we cannot control the kind of power that our weather packs every day. If we could, they would not be able to hide the footprint of that influence. We are talking about power far greater than nuclear bombs, and their testing could not be hidden from the public even if specifics were classified. To control and direct a hurricane to a target would require far more than just seeding it. Seeding it would require power greater than what we used during nuke tests, controlling one once formed needs even greater power still.
