The bad actor is used to cause the rest of the world to take sides - good vs. bad; allies/axis, however you want to think about it. Either way, countries are naturally drawn into cooperation for or against the bad actor, which moves everyone closer to a global conflict with the end result being a one-world global government. N. Korea was a bad actor and Iran still is.

A side effect of having a global bad guy is that the deep state/cabal can leverage that country's resources to influence or manipulate governments around the world. The deep state/cabal also uses the bad actor country as a relatively safe place to stash resources ($1.4 billion, for example) and plan upcoming global manipulation events (like 9/11?).

So this brings us to Jarrett - she's the inside source of control, guidance and influence over the globalist puppet Oblowme and his minions.
