Hmmn .. It looks like duplicate tail numbers are a big no no, but have happened in the past more than once - as questioned by pilots/owners themselves on FlightAware regarding their own tail#'s being tracked as in use even when they clearly weren't:

Perhaps this is something happening right under our noses more than we realize? Cabal trying to cover their tracks using innocent tail#'s? Or an honest mistake more common than we realize? Maybe I've learned too much, but I'd be more inclined to go with the former.

And I do NOT think this case with Epstein was some mistake at all.

The Zorro flight went to Papua New Guinea (AGG) unless I'm reading it wrong. Hasn't that been something notable in the past? The entry is one of the few left virtually blank..
