Devil's advocate here. It's an island. If you want utilities there, electricity, pumped water, etc, you're going to have to spend money to generate those things yourself. And if you want to make sure it doesn't get swept away when a hurricane blows by, you put it underground. You'd also want some underground living space in case above-ground structures get wiped out. If I had the money to buy a private island, that's how I'd equip it.
The question isn't whether those facilities are there, it's how they were used.

There's a spot with two fuel pumps (which would have then underground tanks close by) and a small building next to the two pumps. It's not like he would go get a 'can of gas' when fuel was needed. There are various types of vehicles and equipment all over the island.
