Okay so, when you first block a submission, what you need to do is go into your ublock filters and add another entry for the same submission, using the opposite of odd/even per the first block.
Example:
When I first blocked submission 3233585, the entry was as follows:
voat.co##.link.odd.id-3233585.submission
When a new submission hits the list, and the blocked submission is shuffled down one place, its css id/class changes to:
link.even.id-3233585.submission
So, after you block it the second time, you end up with 2 entries which will solve the issue thereafter:

u-block also seems to have the ability to export/import filters. Perhaps this can be used for permanent filtering...
