What's the particular paragraph explaining? I think I'm mis-interpreting it -- Care to explain? I am tempted to assumed "liable" refers to some sense of 'criminally liable', but from your description, I must be mis-interpreting / mis-understanding.
Among other things, if your brother dies and he has a daughter that's three years old and a day, or older, you can have sex with his daughter and she becomes your wife.
