IT makes for easier blackmail. If most of the people are sexually depraved, it is easy to entrap them and control them. That includes the political and upper classes in a society.

Also, in general if the population is addicted to their appetites (food, sex etc.) it makes them easier to control. Just distract them with worldly pleasures and they'll just mindlessly consume while they take over everything.
