What does 'QRV believe' mean exactly? Individuals on QRV? Mods on QRV? QRVians as a hive mind? Who is speaking for them all? What are the allegations and where exactly did they originate? Is this referencing a rehash of Neon Revolt's decree? If so, what about the idea that he is controlled opposition? I don't know, but certainly he's not above healthy scrutiny.
Q specifically asked the Chan mods to set this voat up and moderate it. The two boards in that sense are fully linked.
Allegation Neon hashed out but other Anons fact-checked affirmative findings was the catalyst for Q to call for this specific voat sub.
Whether Neon is CO or not, Q agreed with his findings and acted accordingly and this is why we view this sub as the only true one to the Q Movement/Great Awakening.

I don't have a problem with someone selling hats and shirts. I had a problem with the divisions Neon caused because he's a namefag. I had a problem that he behaved as though he was the shepherd that needed to herd sheep. And those sheep better not question the shepherd!
