The Talmud isn't a part of the Torah (the first five books of the Old Testament). The Talmud is the primary source for Jewish theology and law. You can read it. It speaks of treating "heathens" (non-Jews) as animals who can be hurt, stolen from, bamboozled, and generally mistreated without consequence. Go do some reading. https://halakhah.com/
