Holy shit you're right. Especially when talking about lower downs in organized crime, like a group of enforcers are down for murder and disposing of the body, because there's the overwhelming evidence and it's a slam dunk case that you can get a dozen or more people on, but you segregate the higher ups into individual cases because if you can't get them you still dismantle their entire organization.

Most will go to Gitmo, but some will go to minimum security since it will be money laundering or some other non-pedo/human-trafficking/murder conviction, and then some will be executed for mass murder/pedo/human-trafficking/multiple convictions. Not all the sealed indictments are arrest warrants. Most likely 2/3 of them are search warrants used to gather the evidence to indict the remaining 1/3.

1.) The 50K number is disputed. There has been a large increase over previous years, but more along the lines of 5-7x rather than the 50x that the 50K number implies.
2.) An individual can have multiple indictments. There won't be 50K people imprisoned. I'd be surprised if it passed 2K, tbh.
