I ain't raining on your parade here and absolutely do not believe her testimony BUT, she has a Phd, which in this weird world means she can be called a Doctor.
One can have a Phd in Psychology, in Physics, in animitronics or if the Phd course is offered, in comic book editing.
It is an absolute farce, I agree, but once one earns/achieves a Phd, they can be called a Doctor of whatever they got the Phd in. They cannot practice medicine (as you, I and the rest of the world would consider a Doctor to do) unless they go to Medical School and actually graduate.
I doubt the CA database of Dr's lists every Phd in the state as it would be in the millions and have no worth whatsoever. Furthermore, every State Data base only lists Doctors who have passed the State Medical Boards and are/were once/are no longer licensed to operate in that state.
If you have a Phd in Psychiatry, to operate as a Psychiatrist who can prescribe medications, you must have an MD to go along with it. Otherwise, one can only operate as a Psychologist. Only MD's, Family Nurse Practitioners and Physicians Assistants can prescribe medications. Funny that only the MD's can call themselves Dr.'s in this group but go get a Phd in women's studies and viola, you get to call yourself a Doctor.
When trying to obtain a Phd, one/everyone else calls the person a Doctoral Student.
