So whenever Q has posted "Watch the Water", he means big news is coming. For example in post 865 he says "Big news week? Not over yet." and has this graphic.

Clinton's picture with Kim meant that Kim had become part of the cabal (green plants) and was exchanging information (blue water). Trump's pic means that the previous arrangements had come to and end (orange sunset).

The Obama/Kimmel "Think Red" Aids campaign was a call out for people to smear Trump. Red means punish, aids is a disease -- they are going to throw crap at Trump. The most effective people would get to watch videos on aliens with Obama -- that is code for some really sick snuff films.

And "Plants need water" means that the cabal's plants need information. He posts it in 1508, with regards to Manafort, and in 1829 with regards to Mueller investigating plants. This might mean that these plants were allowed to operate in Trump's campaign, in order to give provide disinformation to the cabal. So Trump's team knew what they were up against, but they would feed the plants bad information during the campaign. There are of course other ways to interpret it -- for example that Mueller's charge of manafort is disinformation to keep the cabal from panicing, because they think Manafort is spilling on Trump.
