I have yet to see a single person say that Trigglypuff was not harassing Srayzie. As we know harassment (aside from vote brigading) is not a bannable offense on Voat.
Keep Personal Information Off Voat:
You agree to not post anyone's sensitive personal information that relates to that person's real world or online identity.
It adds no sense of complexity. It does not matter how hard the information is to find. The mere matter of posting anyones identifying or personal information online is "doxxing". Whether its you posting your own. Someone else posting yet another person's info, it doesn't matter.
Then, after that you can look at intents. Harassment. Begging. Someone wanting help. Why did someone post someone's information online?
Doxing (from dox, abbreviation of documents) or doxxing is the Internet-based practice of researching and broadcasting private or identifying information (especially personally identifying information) about an individual or organization.
The methods employed to acquire this information include searching publicly available databases and social media websites (like Facebook), hacking, and social engineering. It is closely related to Internet vigilantism and hacktivism.
Doxing may be carried out for various reasons, including to aid law enforcement, business analysis, risk analytics, extortion, coercion, inflicting harm, ***harassment, online shaming, ***and vigilante justice.
The rules clearly state that

He's not saying Doxxing isn't bannable. He's saying "harassment" isn't bannable.
The problem with the Doxxing issue is that self-doxxing adds an element of complexity, even though what Trig did remains foolish despite that.
