It's actually about time I explain how this works in detail. I know I already told you spics are Puertoricans, but that probably doesn't mean anything to people outside the US.

You see, America has what are known as "territories" around the world. And basically the way they work is that people born there are basically US citizens. The catch is they don't get representation in the federal government. So no (voting) congressman to represent us, and no votes in the presidential election. Besides that, it's as if I'm in any other State. Puerto Rico is a US territory just East of Haiti. Mexico, on the other hand, is about two thousand miles west and decidedly not a US territory.
