I've seen several iterations of this user posting similar content under similar names. They're all Sara#####, linking to dailymotion videos. Why anybody would go to dailymotion to watch videos is beyond me, their site has gotten pretty bad.
It's for spiders like google/bing/yandex so they can rank those videos for things like "dog walking like humans" or "most dangerous bird". If the links never get removed there's no downside to their spamming.
So comment links without any resulting traffic is counted in rankings? Even then, what's the upside to these links, how do they benefit the poster?
Now let's back up a minute also. In a thread, one comment of unrelated, noncommercial links are posted and they should immediately be suspect? I don't want anyone using V's resources for their own profit, and even more so if they are promoting a socio-political agenda. But to expect a mod to delete every instance like this without corroborating evidence seems unreasonable and actually against free speech. Had the sub I was in, unaware of this post being made, who would have had any interest. It was only after enough info is gathered can a sound decision be made. As I said I don't want spammers here but I also value free speech very highly, even (especially) if I don't care for the subject or views.
We actually have a very good system in place, reporting, so an experienced person (Cyna) can make an informed decision. Secondarily, as happened in this case, it was quickly collapsed by downvotes of us users. I'm not gun shy and also not trigger happy. It's a delicate balance with each case by case instance.

It’s all about keyword ranking. Web crawlers are out there sucking up every page they can get get their tendrils to. They find enough descriptions associated with a link, and that link becomes more interesting.
The crawlers don’t care if the content is buried to users, they still take the data as input.
I’m just continuing our conversation, and lending you some experience! The spam removal job is really too much for a single person. Cyna does a great job, but she also doesn’t and can’t do it completely alone.
To even a modestly trained eye (such as yours), you know that comment is linkspam the moment it hit the thread.
I’m not really goading you about this for anything more than my personal amusement. I appreciate your earnest nature and your outlook on spam and moderator deletions.
I'm always open to learning, thanks. As said, my highest priority is free speech so I rely on the systems in place to do their function. Unless it's obviously commercial for-profit comments (I have deleted some of those without concern) I trust the reporting function so @Cynabuns can be a central point of contact for the whole site. With her experience and input from Putt, I feel she is the best way to handle instances that aren't clear.
Actually with this being a fairly innocuous instance, in addition to recent events, it is a good occurrence so these things can be discussed. Fortunately for me, my world on V that I have any illusion of 'power' over doesn't run into these problems very often. Thanks for your input, I do appreciate it.
Voat.co has an ahrefs DR of 60 (2.8 million backlinks, 89% dofollow), and all links posted are dofollowed. Just putting a single link in the footer (absolutely 0 traffic required) could easily be sold for hundreds or even thousands per month to casino/loan spammers.
Given that info, it would appear that every link to sites the general consensus of Voat deems antithetical to its social values is actually benefiting not only those organizations but others also. So the solution would then be to have someone decide which links to allow and ban the ones deemed nefarious. Seems that might be a direct conflict of promoting free speech and the exchange of ideas. Strange, in all the years I've been on Voat, I've never received any communications from a casino or loan company. They must not be using all that information you claim that is making them "hundreds or even thousands per month". How would you propose we deal with this?
You can't really deal with it without hurting legitimate users, but you could add rel="nofollow" only to links with a highly negative downvoat count which tells search engines to ignore the link. Also look into how pagerank works, it's the basis of how all search engines work.
Also, the links from voat are very powerful, a single link can rank #1-3 for non-competitive keywords.
